The Theme
Every conference theme is a promise. Ours is The Confluence.
Construction law sits at a meeting point. Common law and civil law traditions. Engineers and lawyers. Owners, contractors, financiers and states. Standard forms drafted in one legal culture and applied in another. The currents of an entire industry converge in the disputes we resolve.
Over three days in Belgrade the programme follows four of those currents: Who Carries the Risk or “Who Risks the Risk”; Empowering the Power Transition; The “Elephant Machine” in the Room; and Who Disputes That There Is a Dispute. Each is a point at which the profession is being tested and redefined.

Why Belgrade
Belgrade stands where the Sava flows into the Danube, beneath a fortress that has watched the meeting point for two thousand years. Empires, trade routes and legal traditions have all passed through, and each left something behind.
Serbia today is building at scale. Roads, railways, energy generation and transmission are under construction across the country and the wider region, financed and delivered by parties from many jurisdictions working to contract forms drafted elsewhere. The questions the conference asks are not abstract here.
Delegates arriving in autumn 2027 will find a city six weeks past the close of EXPO 2027, with tunnelling underway on its first metro line. Beyond the capital, the Morava Corridor motorway is within a single section of completion, and comparable programmes run the length of the region, from Corridor Vc in Bosnia and Herzegovina to the Divača–Koper railway in Slovenia. Much of it will still be under construction while the conference sits.
For a profession that spends its working life at the point where currents converge, a city built on one is the natural place to meet.
The SCLI conference series
The Society of Construction Law International holds a biennial conference that moves between member societies and continents. It brings together practitioners, arbitrators, judges, engineers, contractors, employers and academics from across the international construction law community.
The series began in Singapore in 2006 and has since been held in London 2008, Hong Kong 2010, Melbourne 2012, Kuala Lumpur 2014, São Paulo 2016, New Delhi 2017, Chicago 2018, Auckland 2021, Istanbul 2023 and Seoul 2025. Belgrade hosts the twelfth conference, from 29 September to 1 October 2027.

Society of Construction Law International (SCLI)
The Society of Construction Law International is the alliance of national and regional construction law societies. Its members span Europe, the Americas, Africa, Asia, the Middle East and Australasia.
SCLI supports the exchange of ideas across jurisdictions, publishes the work of its members, and holds the biennial international conference. More about SCL International at sclinternational.org.
Society of Construction Law Serbia (SCL Serbia)
The Society of Construction Law Serbia was founded in 2024 to bring together lawyers, engineers, contractors, employers and academics working in construction and infrastructure in Serbia and the region.
The society organises conferences, seminars and discussions, contributes to the development of construction law in Serbia, and connects Serbian practitioners with the wider international community. It was admitted to SCL International in April 2025 and to the European Society of Construction Law in September 2025, and now has more than 175 members.
In 2026 SCL Serbia hosted Construction Across Borders, the first Eastern European regional SCL conference, in Belgrade. In 2027 it hosts the twelfth international conference. More about the society at scl-serbia.org.
